The Transportation Program began in October of 1986.  It was in response to a need to remove juveniles from municipal and county jails throughout the State of Illinois and to place them in facilities best suited to meet their needs while confined.  The program initially transported juveniles from nine counties, and grew to encompass 21 counties.
